Scott Roper est un policier specialiste des negociations lors des prises d'otages. Sa vivacite d'esprit, son audace et sa force de persuasion ont plus d'une fois evite le pire.

Lors d'un braquage chez un joaillier qui tourne a la prise d'otage, Roper est confronte a Michael Korda, criminel aussi imprevisible que dangereux. Il arrive cependant a le neutraliser.
Mais, quelque temps plus tard, Korda parvient a s'evader avec une seule idee en tete: recuperer son butin et detruire la vie de Roper.
