This is an original Windows 11 ISO downloaded from Microsoft in early january 2022, which has been modified to work on incompatible hardware (disabled TPM, RAM, CPU, Storage and Secure Boot checks) and Pre-Activated.
The activator uses the traditional KMS method and will be applied automatically. All you have to do is click "I don't have a license key" during the setup. In case that you have a valid license, you can enter it and activator will not be used - your Windows will be legit.
To properly use this image, use an tool such as Rufus or Win32DiskImager to "burn" it to USB and boot from it.
