Another one of those early 90s cyberpunky futuristic action thrillers, but this one has a few things going for it, firstly the Rutger Hauer, whose mere presence elevates almost any material, but also the direction of Roger Corman graduate Lewis Teague (The Jewel of the Nile, Navy Seals), who's known for cheap and cheerful cash-ins, but who's actually a pretty solid talent. Mimi Rogers, Joan Chen, James Remar and Stephen Tobolowsky round out the fairly talented main cast, and there's also a tiny appearance by Danny Trejo.

The story is the kind of clever high-concept sci-fi that doesn't really hold up to scrutiny, but who cares. A jewel thief is betrayed and sent to a high-tech prison where order is maintained through all the inmates wearing explosive collars that explode if they get more than a certain distance away from that of another prisoner, but no one knows who their "partner" is. Hauer being Hauer, of course, he figures out who his partner is, and they go on the run, with both prison security and his old partners in tow, looking for the stolen diamonds.

This is a pretty decent remaster, looks like a HD telecine, so color is decent, but not great, and definition leaves a little to be desired, everything's slightly fuzzy and noisy, but it's totally watchable. No extras.
