A young shoemaker is arrested for stealing a small amount of money, and is released after being jailed for 15 years. He wants to have a pass to get a job and start anew, but without a job he doesn't get a pass; and without a pass, he doesn't get a job. He gets into the net of Prussian bureaucracy, and can't see a solution. Until he enters a small Second-Hand Shop, and sees a Prussian Uniform that fits him like a second skin...

Nella Germania di Guglielmo II un poveraccio, uscito dal carcere, non trova lavoro perché non ha i documenti e non può avere i documenti perché non ha lavoro. Allora compera una divisa da capitano e si mette a capo di un gruppo di soldati. Arresta il borgomastro e ordina che gli consegnino il passaporto. Ma non ce ne sono. La sua mascherata viene scoperta, tuttavia l'imperatore gli fa avere il passaporto. Pare che il film sia ispirato a un fatto realmente accaduto.
